Help for Downloading and Viewing Documents. Respondents are encouraged to reference the particular proposal or section of the report they wish to comment on. If you disagree with a particular proposal or section, try to suggest alternative ways to address or resolve the issues identified in the Report. Clear reasons should be included in your response so that your views can be properly considered.
