The inner gulfs of Shark Bay contain stocks of pink snapper that are genetically separate from each other and the wide-ranging ocean stock.
As a consequence of increasing fishing effort, which was primarily from the recreational sector, snapper stocks became significantly depleted.
In order to allow stocks to rebuild specialised management arrangements were implemented following extensive consultation with stakeholders. These management arrangements involved setting a Total Allowable Catch (TAC) for different areas of the snapper fishery with explicit catch allocation for the commercial and recreational sectors – this is the first time this has been achieved in Australian fisheries management history.
The paper will explore the issues associated with attempting to gain community support for managing the recreational component of the harvest within the context of a total allowable harvest for all sectors.
The paper will pay particular attention to the lessons learnt from the Shark Bay experience and how these can be applied to effectively managing the recreational catch in other fisheries.
